Rules and Regulations

Preface

These rules were developed to be used as a guide. Gallay Motorsports, LLC., here forth known as "PROMOTER," feels that the fewer the rules the fewer the problems, therefore the promoter will try to keep the rules to a minimum. The promoter has tried to make the rules as liberal as possible and yet achieve what is necessary for safety and equality.


General Rules and Regulations

The promoter makes and enforces the rules, and may from time to time amend in part or in whole, any rule, at any time, for any reason that the promoter deems necessary. The rules may be changed without prior notice; however the promoter will endeavor to notify all affected persons in a timely manner. The promoter will not arbitrarily change any rule without due justification and/or due deliberations.


The rules are developed to promote safe, competitive racing and should be interpreted in that manner.


The promoter reserves the right to refuse racing privileges and/or pit access to anyone at any time.


The promoter reserves the right to appoint track officials as it sees fit. Any person or group of persons that verbally or physically menace the promoter and/or the promoter’s officials shall be dealt with in the harshest manner up to and including being permanently banned from any and all of the promoter’s events.


All entrants must attend all drivers meetings and make themselves aware of the racing circumstances, as to not hinder the flow of the racing program.


No express or implied warranty of safety shall result from publication or compliance with the rules contained herein. These rules are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to participants, spectators or others. It is ultimately the obligation of each participant to ensure that his/her conduct and equipment comply with the applicable rules and regulations contained herein and/or as amended.


No alcoholic beverages, drugs and/or any other illegal substances shall be allowed in the staging area and the drivers and riders shall not use any of the substances aforementioned before or during an event, as long as they remain in competition. Any driver or rider that is impaired shall not be allowed to compete and any fees previously paid shall not be refunded.


No glass containers shall be allowed in the pits, staging and/or racing area and it is suggested that you and your crew do not use any glass containers. The foot and/or tire you save could be your own.


Each driver/participant assumes the complete responsibility for their pit crew and/or the persons associated with their vehicle. Any rules infraction committed by a crew member and or associated person shall reflect directly upon the driver as well as the individual. The driver will be required to rectify the situation immediately or be subsequently penalized, in conjunction with the individual involved, according to the rules stated herein.


It shall be mandatory for a licensed driver to be seated in the normal driving position any time the engine is running, including but not limited to the pit area, staging lanes and return road. Failure to follow this procedure shall result in disqualification.

 

 

A passenger shall be allowed in the following classes only:


                      Factory Street


                      Powder Puff A


The passengers shall registrar in the same manner as the participant and abide by all applicable safety rules. The riders shall not be granted any other special privileges or rights.


All participants and pit crew members shall be clean, neatly, professionally and properly attired at all times when appearing in public.


The appearance (lettering, graphics, decals, etc.) of the vehicle shall be the responsibility of the participant; however the appearance shall not be vulgar or offensive in nature. "Cute" nicknames, slogans, artwork, etc. can be clever, but please do not let your entry become a political statement for any cause whatsoever. If the appearance of the vehicle is deemed inappropriate by the promoter’s officials, the vehicle may be disqualified and/or requested to be removed from the event premises.


The promoter’s officials maintain the right of final judgment in all event matters. The promoter’s tech officials maintain the right to re-tech any race vehicle for any reason and any refusal on the participant’s behalf shall result in disqualification and forfeiture of any and all moneys/awards/points paid by or due to that participant.


In the event of a disqualification, no moneys/awards/points, directly relating to the disqualification, shall be due to that participant in any form.


If a competitor notices a safety concern or a dangerous condition, tell the competitor. If the problem is not corrected, contact an official. It is up to the competitors to help the officials watch for safety. The promoter does not expect, nor warrants, competitors to enforce the rules. Any rules infraction must be brought to the officials before the race. Any complaints after the fact shall not alter the results of any of the previous races.


Infractions

A rules infraction occurs when there is a violation of a rule or procedure. Infractions vary in degree of severity. The following is partial list of infractions listed in order of severity.

1.Participants are expected, at all times, to conduct themselves in a professional  and non-disruptive manner. Any participant who, in the sole and absolute judgment of the promoter:

Verbally or physically threatens another participant, official and/or any other person,


Uses vulgar, abusive and/or derogatory language,


Engages in unprofessional and/or unsportsmanlike conduct detrimental to the sport of racing,


Causes deliberate delay of the event, and/or


Otherwise creates a condition or circumstance(s) that is unsafe, unfair
and/or out of order, shall have violated the rules and regulations, creating just cause for disqualification, ejection from the event and/or suspension from future events of the promoter.


High speed driving (hot rodding) anywhere except on the track.


Operation of a vehicle in an unsafe and/or reckless manner.


Crossing the centerline.


Going out of bounds, to either side of the track.


Hitting any of the timing equipment.


Starting line foul (red light)

Not completing the course under power is not an infraction; however the vehicle shall stage and start the timing system under its own power to be considered a run. If both vehicles break and do not make the full run, then both vehicles will be issued a loss. Once any person other than the driver touches and/or aids the vehicle in any way after the green light is on, the vehicle is granted a loss. Exception: Once a red light and/or out of bounds foul occurs, the broken opponent (if they have started the timing system as aforementioned) shall be declared the winner and the crew may then attend to the vehicle. If no red light or other visible infraction occurs, the vehicle crossing the finish line first shall be declared the winner. There shall be no rerun. Once the driver of a broken vehicle requests and/or is given aid than the vehicle is issued a loss unless stated herein.



Registration and Tech

All participants and riders must be at least 16 years of age with a valid driver’s license to participate. Participants under the age of 18 shall provide expressed written parental consent to compete in the event.


Participants may register for any class in which the vehicle conforms to the class rules, safety rules and passes tech inspection. To withdraw (scratch) a vehicle and receive a full refund of the entry fee paid for that class, the participant shall be required to notify an official of their withdrawal prior to the start to the class. If the participant fails to properly notify an official prior to the start of the class than the participant shall forfeit their entry fee paid for that class. If a participant withdraws from a class; then that participant shall not be eligible to re-enter that class for that event.


Vehicle tech shall be up to the promoter’s officials. No participant shall be required to have more than the rules require, unless notified in writing by the promoter. All vehicles must be inspected and pass tech at every event.


All vehicles shall be properly registered before entering the staging lanes.


Once a driver/vehicle combination has registered no changes shall be allowed (no driver switches once the running order has been established).


Vehicle Numbers

No duplicate numbers shall be allowed. No letters/numbers other than assigned letters/numbers shall be permitted. The promoter’s assigned letters and numbers shall take priority over any other letter/number designation on the vehicle. All vehicles must display their letters/numbers as assigned. The letters/numbers must be easily read by the staging crew and the starting line official. Vehicles displaying more than one set of letters/numbers may be disqualified or not allowed to race until such problem is rectified to the satisfaction of the promoter’s officials.


Ladder Placement

Ladder placement shall be by blind draw for the first round pairings of each class. Each participant shall draw a single number per class entered and be placed in the ladder according to that number. This drawn number shall be non-transferable. The ladder shall be organized beginning with the lowest numerical number being the first in the run order and progressing in an ascending order from that point. The ladders shall be run out in a standard order from that point. These drawn numbers do not correspond to the vehicle numbers. Please refer to the "Bye Runs and Legal Singles" section for the bye procedure.


Track Surfaces/Preparation

Dirt drags, unlike asphalt drags, are designed to be run on dirt and/or sand tracks. In building, preparing and modifying a vehicle for dirt drag racing one should keep in mind that the promoter will try to maintain a suitable racing surface. However, there may be conditions that are out of the promoter’s control that affect the track conditions. There may be holes at the starting line or in the track surface, ridges down the track, uneven surfaces and rocks or other debris in the track. These circumstances are not intended to make the race any more difficult, but are part of the sport. The promoter will endeavor to remove all the problems before the race. It shall remain the responsibility of the participant to determine if the conditions are unsafe for their vehicle. It is the option of the participant to race or not. If the track is deemed suitable and the racer chooses not to race, he/she shall forfeit that race, but will not be disqualified from further competition.

 

Bye Runs and Legal Singles

Bye runs are predetermined by the number of entrants in a particular class or bracket. The ladder placement shall determine who gets the bye and which round shall get the bye. The third participant in the ladder/bracket per round shall receive the bye if so necessary. There shall not be a bye in the final round of any class or bracket.


A legal single shall be defined as follows: a run that two participants are scheduled to race each other; however if for any reason one of the participants can not make the race, the remaining participant that takes the starting line under his own power shall automatically advance.


A participant shall have two (2) minutes to fire and pre-stage their vehicle once their competitor has pre-staged. If the competitor fails to meet this time requirement the competitor shall be issued a single loss per infraction and the ladder/brackets shall be reorganized accordingly by the promoter’s officials. In a case where both vehicles fail to fire, have mechanical problems or fail to proceed to the starting line when called upon by the staging crew then the run may (at the discretion of the promoter’s officials) be postponed to the end of that round for that class. If at that point neither vehicle fires and proceeds to the starting line then both vehicles shall be issued a single loss. If this case occurs during the final round then the prize moneys shall be split evenly and any trophies shall be issued to the vehicle which remained in the winners’ bracket (double elimination) the most rounds. In no case shall any previous races be reversed.


A vehicle on a legal single or bye run shall not be exempt from disqualification due to the commission of an infraction (refer to Infraction section for list of infractions). If on a legal single or bye run the participant commits an infraction, that participant shall be issued a single loss and/or disqualified, depending on the severity of the infraction, the same as a paired run. There shall be no points or awards for that run. Red lights are covered in the Red Lights section.


Staging Lanes

Driver and crew member must remain with the vehicle at all times while in the staging area. Any unattended vehicle may be disqualified at the officials’ discretion. The entrant and vehicle must be in the proper staging lane before the lanes are closed. Any entrant/vehicle not in the proper staging lane when eliminations begin for that class will be disqualified, unless prior staging arrangements have made with the officials.

It shall be the participant’s responsibility to have the vehicle ready to run when called upon by the staging crew. Cooling and/or heating the motor is the responsibility of the participant and his/her crew and shall be completed before the vehicle is called to the starting line. It is not the staging crews’ responsibility to inform the participant when to fire the vehicle nor is it the staging crews’ responsibility to cool the vehicles.

Vehicles are to move through the staging lines in a timely and orderly manner as directed by the staging crew.



No equipment, batteries, tools, trailers, etc. shall be left in the staging lanes at any time.


Testing of transmission brakes and/or purging nitrous systems within the staging area is prohibited.


All persons in the staging area shall be required to wear a minimum of shirt, long pants and closed toe shoes. Long sleeve shirts are recommended but not required.


Starting Line

The participant shall move the vehicle to the pre-stage line and stage the vehicle as directed by the starting line official. At this point no person other than the officials and the driver shall be allowed on the track. All staging shall be unassisted. Once vehicle 1 is fully staged (both lights on) and vehicle 2 is pre-staged, vehicle 2 shall have fifteen (15) seconds to completely stage. If vehicle 2 fails to completely stage within the allotted time the starting line official shall start the timing system therefore giving vehicle 1 the green light and red lighting vehicle 2. If it is apparent to the starting line official that both vehicles are playing games, the starting line official shall motion the vehicles to the line. If neither vehicle will stage, then at the starting line official’s discretion, said official shall motion for both vehicles to back out of the track area therefore resulting in both competitors being issued a single loss. The ladders/brackets shall then be reorganized by the promoters’ officials.


Red Lights

A red light (starting line foul) shall result in a single loss per infraction. If both competitors red light, then "the first foul is the worst foul" meaning the competitor to red light first shall be issued the single loss. However on a bye run or a legal single a red light shall not result in a single loss nor count as an infraction.


Return Road

Once a race has been concluded the participants will drive of maneuver their vehicles to the extreme side of the shut down area or into the hook up area if provided. If the vehicle is driven back to the pit area then it must be along the designated return road and with care, not exceeding the speed limit of ten (10) mph.

Vehicles that must be towed shall be removed from the track area as quickly as possible so as to expedite the racing program. Any participant who does not operate their vehicle in the appropriate manner is subject to disqualification and/or expulsion and/or loss of points for that event and/or year. This rule is designed to be as tough as necessary to make the pit area and return road safe for everyone. The ten (10) mph speed limit applies to all vehicles; tow, pit bikes, cars, trucks and race vehicles.


Safety Requirements

Because of the wide diversity of vehicle types involved, it is difficult to prescribe appropriate safety rules that apply to all vehicles. Unless otherwise stipulated, all safety rules apply to all vehicles. We, the promoter, have made the rules as broad as we can to cover all vehicles in competition; however every once in awhile innovative people come up with something new. Anything not explicitly covered by these rules will be dealt with on an individual basis, to the best of our ability. Compliance with the appropriate safety requirements is the sole responsibility of the driver and/or owner. It is not the responsibility of the promoter, tech official(s) and/or the entrant’s crew members to insure that an entrant has all the required safety equipment. It’s your life, protect it.


Drivers Safety

All drivers (and passengers) shall wear at minimum a safety approved helmet, sleeved shirt, long pants and closed toe shoes. (Fire suit, gloves, face mask, shoulder and helmet restraint, neck collar and netting is recommended)


Complete fire suits including shoes, gloves, head sock & full face helmet meeting or exceeding SFI 3.2A-1 certification shall be mandatory in the following classes:

a. Competition

b. Super Competition

c. Outlaw


Stock Factory seat belts shall be adequate (a 4 point harness is highly recommended in all open top vehicles) in the following classes.

d. Factory Street

e. Hot Street

f. Super Gas (recommended this year, shall be mandatory next year)


A minimum 4 point harness, with 2 shoulder straps, a lap belt and a quick release latch shall be required for all classes above and including Pro Stock. This harness shall be attached to the frame or roll cage. (Arm restraints are highly recommended)


Arm restraints shall be mandatory in all open top vehicles.


In addition to the safety approved helmet, a full face shield or shatterproof goggles shall be required for all open top vehicles and/or vehicles without a windshield. Sunglasses and/or eyeglasses shall not be considered adequate protection.


Each vehicle shall carry, attached to the vehicle, in plain view, a fully charged, 2-1/2 pound minimum, dry chemical or CO2  fire extinguisher with a dial gauge, approved by ICC, UL or
Coast Guard, and equipped with a suitable quick-release bracket. Extinguisher shall be securely mounted within the driver’s reach (in front of or to the side of).


All riders of ATV type vehicles are required to wear a minimum of a long-sleeved shirt or jacket, full length pants, ankle high boots and socks (no tennis shoes).


All Open class ATV vehicles and any ATV vehicle going 4.00 seconds or quicker shall be required to have a positive ignition cutoff switch attached to the rider with a tether (deadman switch). This is recommended for all ATV vehicles and may become mandatory in the future.


Failure to comply with the safety guidelines shall, in most instances, result in an immediate disqualification. The final decision shall reside with the promoter and/or the event director.


Any participant "bumping up" a class shall be required to abide by all the safety guidelines and rules for the higher class when competing in that class.

Vehicle General Requirements

Vehicles must have rigid front and rear hitching points.

a. Tow hook retaining clips required

b. Hitching points shall be easily accessible and of substantial construction. Chains, straps, cables and/or holes in frame rails are prohibited.

c. If you are using your stock or add-on bumper, the mounting brackets shall be at least ¼ inch thick.

d. A rear axle hitching point is acceptable on vehicles with 3 or 4 link suspensions (subject to the tech official’s approval).

e. A pintle hook (rather than a clevis) will suffice as long as the top jaw locks and releases.


All classes must have a adequate starter and battery on board. Funny car style starters with proper guarding are allowed.


All batteries shall be securely bolted down. Any battery in the driver’s compartment, or where the driver is not protected by a firewall, shall have a cover sufficient to keep the acid off the driver. All forms of rubber straps and bungee cords for tie down shall be prohibited.


All fuel lines, coolant lines, belts and hoses shall be in good condition.


All vehicles shall have an ignition kill switch.

f. A stock ignition switch shall be adequate for the following classes:

i. Factory Street

ii. Hot Street

iii. Super Gas


g. The kill switch shall be clearly labeled "KILL SWITCH" or "ON" and "OFF".

h. The kill switch shall disconnect all battery power and shut down the engine.

i. A master kill switch mounted at the rear of the vehicle as close to center as possible (accessible when the vehicle is on its side or upside down) shall be required for Pro Stock Class and up.

j. Magneto powered vehicles shall need a relay to comply with the aforementioned.


No engine nor transmission cooling devices shall be allowed inside the drivers compartment of the vehicle.


All batteries shall be securely bolted down. Any battery inside the drivers compartment or where the driver is not protected by a firewall shall have a cover sufficient to deep the acid off of the driver. Rubber straps, bungee cords, rope, etc. are prohibited.


Any vehicle may be inspected to verify the safety of such critical parts as steering, brakes, tires, welds, etc. This inspection shall be at the tech official’s discretion.


Any weight added to the vehicle shall be brought to the tech official’s attention. All added weight shall be securely attached and subject to the tech official’s approval.


Any vehicle (non ATV) capable of an elapsed time equal to or less than 3.0 seconds shall be required to have a minimum 4 point roll cage.

Engine General Requirements
All supercharged vehicles shall be required to use aluminum blower studs, belt shield and approved blower restraints. Blower and hat blanket and fuel line shield are highly recommended.

The following classes shall be required to have three throttle return springs (1 on pedal, 2 on carb/inj.)

a. Pro Stock

b. Competition

c. Super Competition

d. Outlaw


All vehicles with injection shall be required to have a fuel shut off in the driver’s compartment within easy reach of the driver while fastened securely in the required harness.


All vehicles that registrar in the Pro Stock class and/or any and all class above Pro Stock shall have an SFI approved harmonic balancer or shall be required to have a ¼ inch thick steel shield covering the balancer, no greater than 1 inch away from the balancer, with a minimum of 2 points of attachment 180 degrees apart such that the balancer cannot move forward. A factory water pump may be used as part of the shield.


e. The balancer shall be bolted to the crankshaft.

Brake General Requirements
All vehicles shall have functional, adequate braking systems.

a. You may be required at tech to engage the brake and attempt to pull forwar until the tech inspector is satisfied that your braking system is adequate.

i. If the vehicle is being towed through tech, the brake in the competition vehicle shall be engaged and the tow vehicle shall attempt to pull the competition vehicle forward.

b. Brake lines shall be steel.

i. Stock flex lines are acceptable.

Body General Requirements
Firewall and floorboards shall be of adequate construction to protect the driver from engine and driveline components.

All vehicles with a soft or removable top shall be equipped with rollover protection.

Roll bars and cages shall be visually inspected. Due to different requirements and designs of the frames, we shall not be specific for weight nor speed of the vehicle.

a. The main structural members of the rollover protection shall be constructed of steel tubing with a minimum outside diameter of 1 ½ inches and a wall thickness of 0.095 inch (exhaust tubing is prohibited).

b. All bends shall be continuous round with no sharp corners or edges.

c. If the bars are padded (covered), the welds shall be exposed, at the tech inspectors request for inspection.

d. Manufactured or purchased "show" or "dress" bars are prohibited.

e. In the following classes, the vehicles shall have a full cage and the cage shall be tied to the frame of the vehicle in the number of locations as per the class rules.

i. Competition

ii. Super Competition

iii. Outlaw

f. A minimum of 6 point cage shall be required with the use of a fiberglass body.

Tires General Requirements
D.O.T. tires shall have raised D.O.T. stamping on the sidewall

Recapped tires are prohibited

Tires/Wheels shall be mounted with all lug nuts in place (NO MISSING LUG NUTS)


Fuel General Requirements
All fuel tanks/cells shall be isolated from the driver’s compartment by a firewall.

a. Fuel cells shall be isolated inside the frame perimeter

b. Fuel lines shall be isolated from the driver’s compartment by a subfloor

c. All tanks and cells shall have an adequate latching gas cap

d. Fuel cells shall have adequate capacity to make full passes

e. Adding fuel after the engine has been started is prohibited

f. All fuel tanks and cells shall be securely fasted with 2 metal straps a minimum of ¾ inch in width each

Nitrous systems shall be commercially available and installed as per the manufacturer’s recommendations

g. A ¼ turn ball valve located within the driver’s reach when securely fastened in their harness shall be used to shut off the bottle

i. If two bottles are utilized, both shall have ball valves and shall be on 1 cable to shut off flow

h. The electrical power source for the fuel systems and the nitrous systems shall pass through the master kill switch

i. Any throttle switch shall be a loaded (momentary) switch

j. Heating of the nitrous bottle(s) by any open flame shall be prohibited

k. The use of any agents other than nitrous oxide as part of, or mixed with, this pressurized fuel system is strictly prohibited

Drivetrain General Requirements
All vehicles registered in Super Gas and/or above shall have driveshaft loops.

a. Driveshaft loops shall be of substantial rigid construction.

b. Driveshaft loops shall be rigidly mounted to the frame or to the floor on both sides of the driveshaft.

All vehicles in Super Competition and/or Outlaw classes shall have full 360 degree, 3 inch wide, ¼ inch thick, guards on all u-joints on all drive shafts. The guards shall be substantially attached to adequate structure.


Transmissions equipped with a trans brake and/or transmissions in all vehicles from the Competition Class and/or above shall be shielded with an SFI approved shield/blanket or shall have a ¼ inch thick steel or aluminum fabricated shield. All shields/blankets shall be substantially attached.


Mechanical clutch equipped vehicles shall have a SFI approved bell housing with a block saver plate and shall be installed as per the manufacturer’s recommendations.


All chain driven vehicles shall have a steel plate shield or guard that will prevent any part of the driver/rider’s body and/or clothing from coming in contact with the chain and/or sprockets.

Body work shall not be considered as a guard. The plate shall be 1/8 inch minimum thickness and securely mounted to the engine or frame structure such that it shall contain the chain in the event of a break.

c. The floorboard is an acceptable cover if it is within 3 inches of the chain at both ends. The frame may pass as an end cover if approved by the tech official.
